Masteries + Runes
As for the masteries i prefer to go 21 Utility for cooldown reduction and manna and health regen and then the rest in Offense for bonus AP

You might seem skeptical about this AP rune stacking but if you calculate your starting AP with this it is 35 plus your first item which should be and a which is 55 AP at lvl 1. Even if your opponent has 35 magic resist at lvl 1 you still have the advantage with the sheer amount of magic damage you are doing.

As i said above the first things you should get are and a this should be plenty to harass your opponent. I always try to get MID as Leblanc because frankly she needs her ulti fast and as high rank as fast as possible and mid will aslo help you get gold faster which you also need.
(also to give you and idea of your damage with this AP at lvl 3 RANK 2 will be at 125 (+32.628) + 40 (+32.628) (TRIGGER) magic damage plus RANK 1 90 (+32.628) which is a total of 352.884 magic damage which will almost be enough to kill another caster if you harass with once before it will be more than enough for a kill)
Next thing on your shopping list should be a now i personally try to stay in my lane until i have enough to get this, but if you are out ranged or damaged against a Ashe or Sevir who can auto attack you for high damage and from far away frequently go back to the store and get more potions as you need.

Now comes the time when you should have 700 AP (depending on stacks) and should be killing anyone in 3 spells that I'll explain bellow, but we aren't done yet since we still have 1 item slot. i always go for [item_icon=Morello's Evil Tome] it may not be the biggest AP boost you can get but i gives you mice manna regen and gives you 20% cooldown reduction which ( you should have all 20 stacks by now) when added to the 15% cool down from the soulstealer gives 35% cooldown reduction (feel free to get Blue buff as well) which makes your , , and only 6.6 seconds long and your only 14.4 seconds long.
The only reason you should change your items set is during the game the enemy team is stacking Magic Resist and your Magic Damage is very lacking. I suggest exchanging [item_icon=Morello's Evil Tome] for
with all these items your total ability power should be almost 800!! With some defense as well
WARNING! YOU DO NOT ALWAYS HAVE TO USE YOUR ABILITIES! TRY TO CONSERVE MANA AND ONLY USE TO HARASS AND TRY TO KEEP YOUR MANNA HIGH AND USE CLARITY TO KEEP IT THERE.

Then use as your trigger for your last sigil and seal their fate.
With the item & rune build using all your abilities used in the correct order this should deal somewhere around 4576.9 magic damage (without applying resistances)
HERE IS THE DAMAGE CALCULATIONS: (REMEMBER THIS IS ONLY IF YOU FOLLOW EVERYTHING ABOVE)
260 (+475.9404) + 100 (+475.9404) (second hit) = 1311.8808
250 (+475.9404) = 725.9404
145 (+396.617) + (after being chained for 2 seconds) 145 (+396.617) = 1083.234
as does 364 (+475.9404) (initial) + 140 (+475.94040) = 1455.8808
ADD them all up and you get: 4,576.936 magic damage.
Lets say you can't ever get to hit it's target only using the other 3 spells you are still doing: 3,493.702 magic damage which will kill most enemies. But the thing is you almost can't miss with these abilities so you should have a guarantied kill almost every time.
i always use and but can also be a useful spell for LeBlanc but besides those i don't recommend any others. I don't use Ignite only because im already at almost 800 AP at 18 so I get my kills with my abilities over Ignite
