Rising Spell Force Hitting a target with any of Ezreal's abilities increases his attack speed by 10% for 6 seconds (Max Stacks: 5). Mystic Shot Mystic Shot - Ezreal fires a bolt of energy which reduces all of his cooldowns by 1 second if it strikes an enemy unit.
Ezreal fires a bolt of energy, dealing 35/55/75/95/115 (+) (+) physical damage (applies on-hit effects).
Ezreal's cooldowns are reduced by 1 second if Mystic Shot hits a target.
Essence Flux Essence Flux - Ezreal fires a fluctuating wave of energy, dealing magic damage to enemy champions and reducing their Attack Speed, while increasing the Attack Speed of allied champions.
Ezreal fires a wave of energy that damages all enemy champions it passes through for 80/130/180/230/280 (+0.7) magic damage. Affected ally and enemy champions have their attack speed respectively hasted or slowed by 20/25/30/35/40% for 5 seconds.
Arcane Shift Arcane Shift - Ezreal teleports to a target nearby location and fires a homing arrow which strikes the nearest enemy unit.
Ezreal teleports to a target nearby location and fires a homing arrow at the nearest enemy unit, dealing 75/125/175/225/275 (+0.75) magic damage.
Trueshot Barrage Trueshot Barrage - Ezreal channels for 1 second to fire a powerful barrage of energy missiles which do massive damage to each unit they pass through (deals 8% less damage to each unit it passes through).
Ezreal channels for 1 second to fire a barrage of missiles dealing 350/500/650 (+) (+0.9) magic damage to each unit it passes through. However, it deals 8% less damage for each unit it hits (Minimum 30%).

Masteries + Runes
For the most part, I like to say that masteries are personal. You figure out the ones that work for YOU. That just takes some messing around with your pages and finding out what you like. For me, I go --- 21:0:9. Maxing out Archmage's Savvy, Alacrity, Sorcery, Archaic Knowledge, Sunder, Burning Embers, Brute Force, Havoc, Perserverance, Awareness, and Greed. I put one point in deadliness, and good hands. Depending upon what summoner spells you get, you can switch it around to improve them.
For runes, I build very basic. I use Greater Quintessence of Fortitude so that ezreal isn't squishy early game, then go flat ability power for my marks, seals, and glyphs: Greater Glyph of Potency, Greater Mark of Potency, and Greater Seal of Potency. I use these runes to stay in the lane, and pump out the damage.
I start off my items with a Sapphire Crystal and two Health Potions. The extra mana will support your early game farming and harrasing, while the health potions will keep you in the lane. I go for Ionian Boots of Lucidity next, following that up by upgrading my sapphire crystal into a Sheen.
Sheen is an amazing item for ezreal because it contains mana and ability power, but most of all it's passive will work with ezreal's skill shots to reek havoc. As my next item, I build a Hextech Revolver. In addition to the increased AP, it gives him spell vampire which makes up for his low health. I upgrade his hextech revolver into a Hextech Gunblade, and get a Blasting Wand. I quickly upgrade his sheen into a Lich Bane making sure to buy a SECOND blasting wand before I buy the lich bane. So his build right then is: Ionian Boots of Lucidity Hextech Gunblade Lich Bane Blasting Wand.I upgrade the blasting wand into a Rabadon's Deathcap, finishing the build with another hextech gunblade and rabadon's deathcap so that his final build looks like this!!!!
Many people say Manamune and Trinity Force are must have items. Manamune however is extremely under powered middle and late game, and contains only a small damage bonus other than LOTS of mana. Trinity Force is a BAD item for AP EZREAL. Lich Bane is better than the sheen bonus for him. I do however use it in my hybrid and AD ezreal because it gives you the stats you need in those builds.
If you love to spam, Archangel's Staff is a great item, and can be switched out with a hextech gunblade.
In my skilling order I make sure to max his Essence Flux first because it uses only ability power.
Following that I max out Mystic Shot, then Arcane Shift
For Summoner Abilities I use Ghost and Ignite.
For other champions I usually always use flash, but since ezreal already has his Arcane Shift, it's not necessary. Other great spells for him are Teleport for map coverage, or Clairvoyance to pick off running or recalling champions with your ultimate (Even could steal baron nashor from the enemy team!!!).
Working in the team
Ezreal is of course, a ranged carry. Your purpose is to send out as much damage as you can, and take out runners. When playing with your team, make sure you stay at the back of the group, safe from the carnage. That sometimes includes arcane shifting away if they start to focus you. In team fights, if the enemies are bunched or in a line, use your ultimate. On that note, map awareness is extremely important. You need to know everything that's going on, so as to help your team, or take out enemies with Trueshot Barrage.
Ezreal has A LOT of skill shots. First off, your ultimate needs to be practiced. It takes experience, timing, chance, and skill to get a good kill off it. When firing across the map at a target, estimate how long your barrage will take to get across and where they will be when that happens. Ezreal's Essence Flux, and Mystic Shot are not auto lock fire and are abilities that must be honed. But once mastered, they can be exceptional --- from firing through walls, to hitting people you cant see. It's especially good for clearing bushes - 1. Mystic Shot costs ONLY 30 mana; 2. Your passive will show up if its a hit; If you play 3v3's its effective during the initial gank at the bottom lane.
MY FAVORITE ASPECT OF EZREAL is his functionality in ranked games once you have master AP, AD, and Hybrid ezreal. Since both of the teams can see each others choices in champions, you can play to your advantage. If they think you will go AD and they pick an armor tank (for instance malphite)- you go AP. If they think you are going AP and pick a magic resist tank (for instance galio)- you go AD. Ezreal is like a chameleon and can switch himself to play against his enemies weaknesses, and that, is the greatest PRO of ezreal.
A good use of his ult (especially when pushing) is to shoot your barrage straight down the lane to take out all minions and whatever else from your path, leaving it clear to take down towers. It is a waste however if you only use it for the gold from the creep kills, and don't push. Ezreal is not a big farmer mid and late game, but can dominate the minions early game. Sapphire Crystal is important as your first item so you can spam Mystic Shot on creeps and rack up the gold. Mid/Late game you don't have time for that, and aren't built to farm either. You are busy picking off enemy champions and CARRYING YOUR TEAM.
